  18. <p>    For years Japan has responded to questions about wartime
  19. prostitution with icy indifference. Officials denied government
  20. involvement in what historical records clearly show -- that the
  21. Japanese military forced tens of thousands of Asian women into
  22. a vast network of government-run brothels during World War II.
  23. But in a move that reflects the country's determination to
  24. upgrade its international image, Japan finally acknowledged
  25. government complicity and hinted it would consider extending
  26. financial assistance to the surviving victims.
